The idea is to underlay a technical drawing of the utility being made, and to place file icons pointing to the device that needs creating. Then interesting parties can help design this piece of the utilities design.

The same system might be used over rough sketches also so the design is created on the fly.

I will also need a management system where people can do specific jobs, and not everyone working on the same part or assembly, but am yet to understand how the work would be doled out.

I have the idea of redding over done sections of the utility, as it is completed, and highlighting what needs doing. There may be a second page made, with copies of the same diagrams to rered and rehighlight when we have done all the cadding and are on to the purchasing, engineering, and assembling on site.
